SENDS PROPOSALS FOR CHANGING THE COMPOSITION
OF THE DEMOCRATIC EDUCATION BODY
FOR THE DISTRICT REGIONS
The executive council of the Tirana branch proposes for the presidency of the judiciary composition the following comrades:
1- ARJAN STANI with higher economic education, 1 full faculty in the law department. Member of the PD since February 1991. Comes from the field of deconspiralization. He is a prosecutor and is regarded by comrades as loyal.
2- [...] with secondary education. 9-year amnestied of those accused in political prosecutor's offices, 36 years old, divorced, trader (very active evaluation and classified 10.9).
3- [...] with secondary education. 10 arrested 29. Member of the Association of Prisoners. Represents a very high figure and is presented by the proposers as active. Secondary 9-year school, without full literature but very politically capable.
4- AVNI ANOLLIA with higher education, engineer, member of the PD since August 1991. Has a clear militancy in the organization. Considered suitable for this duty since he has strong conduct and sufficient political knowledge.
5- [...] born 27.10. Comes from the economics branch. Member of the PD since January 1992. Represents the figure of the member skillfully. Has a good family process. He is capable and works well with the collective.
6- [...] secondary school, not a member of the PD but close to it. Convicted for agitation and propaganda and persecuted under the communist regime. He has signs of being an energetic person. Suitable for an administrative role.
7- [...] economist with higher education. Has worked in state administration. Has several positive marks, but also shortcomings in legal training. Nevertheless, proposed for an auxiliary function.
8- [...] with experience in the control sector. Has been active in PD organizations. Considered reliable and with a good political stance.

The law for the reorganization of the justice bodies is a necessity
An effort has been made continuously to justify the shortcomings and major defects in the current judicial system in the Republic of Albania, caused mainly by the structural organization of the dependency of the investigative and court bodies, but also by the activity of the courts as a whole. This has also been pointed out in the discussions held in the sessions of the People’s Assembly when issues of the organization of justice and of some special institutions were being dealt with.
The main cause of these distortions has been the mistaken conception of the role of the justice bodies, linked to the heritage of the old system, to the lack of professionalism, to biased appointments and to political interference. This has caused a part of the judicial body and the prosecution service not to enjoy public trust and to fail to fulfill its constitutional mission.
Therefore, the reorganization of the justice institutions as a whole is necessary, the raising of new professional standards, the reassessment of cadres and the guaranteeing of their independence from political influences. In this framework, the previous appointment practices and the relevant files should also be carefully examined, so that the system is freed from unsuitable figures and gains new credibility.
In light of the proposals presented, it appears necessary that the reform be swift, profound and law-based, so that the normal functioning of the courts, prosecutor’s offices and other justice bodies is restored. Only in this way can a state based on law be built and the protection of citizens' rights ensured.
